I moved the sign to house where the new wall was built, along with a note requesting the property owner contact the construction crew to have them retrieve it. (I had thought this was something the city would do -- surely there are records of construction permits -- the sidewalk was torn up for several weeks).
As far as I am concerned, this issue is closed.
